Article 29
Manufacturers of packaging containers for export dangerous goods shall apply to the entry-exit inspection and quarantine authorities for performance evaluation of the packaging containers. The packaging container can only be used for packaging dangerous goods if it has been identified as qualified by the entry-exit inspection and quarantine institution and has obtained a performance appraisal certificate.
Production enterprises exporting dangerous goods shall apply to the entry-exit inspection and quarantine agency for the use appraisal of dangerous goods packaging containers. Dangerous goods using packaging containers that have not been identified or have been identified as unqualified are not allowed to be exported.
Article 51
Those who provide or use packaging containers for export dangerous goods that have not been identified by the entry-exit inspection and quarantine institution shall be fined not more than 100000 yuan by the entry-exit inspection and quarantine institution.
Those who provide or use packaging containers that have been identified as unqualified by the entry-exit inspection and quarantine agency to transport export dangerous goods shall be fined not more than 200000 yuan by the entry-exit inspection and quarantine agency.
According to the above regulations, for the export of dangerous/hazardous chemical goods, various types of goods that require the use of dangerous goods packaging must not only use packaging that has passed the performance inspection, but also apply for packaging use appraisal from the local customs. If found through random inspection by customs or maritime authorities, export enterprises will be fined and punished.
